DWT is an acronym used to describe Driving While Texting.  
Texting, or text messaging, is defined by Merriam-Webster as “the sending of short text messages electronically especially from one cell phone to another.”  Wikipedia, the popular online encyclopedia resource expounds on this definition and states that texting is the sending of short messages from mobile phones and personal digital assistants (PDA) using Short Message Service.
